Technical Assistance to Provision of Housing Purchase Certificates Financed under 2005 Armenia State Budget Expenditure Program in Gyumri and Stepanavan in the framework of the USAID-funded Earthquake Zone Recovery Project

Summary:
The technical assistance to the central and regional government staff of Shirak and Lori regions of Armenia was a main objective of the initiative. During short term (3 months) have to be issued 600 housing purchase certificates in order to provide a housing compensation to the families that lost their apartment because the earthquake of 1988 in Spitak (Lori Region). Different areas were subject for assistance provision. In particular, assistance in selection of beneficiaries based on established procedures, in housing purchase certificates issuance to selected and qualified families, in program monitoring have to be done by the UFSD staff during one year in conjunction with Government of Armenia (GOAM). The basic achievement of the technical assistance program the government is housing purchase certificate issuance to 600 families that lost their apartment because earthquake within 3 months.
Successful collaboration with the Shirak and Lori Regional Governments, particularly with GOAM HPC project working groups should be considered as a visible achivement. During the provision of the technical assistance, successful collaboration was achieved among the Regional Governments the Urban Foundation and partner NGOs including development of project databases for tracking progress, data analysis, work with beneficiary households, review of beneficiary folders regarding eligibility, housing compensation size and sale transaction accuracy, etc.
A new model for administering the HPC project meeting Government procedures was established and proved to be workable. The Urban Foundation field staff provided technical assistance to the Shirak and Lori Marzpetaran’s Working Groups, and Yerevan staff provided technical assistance to the Ministry of Urban Development.
The GOAM Regional Administration Offices adopted the procedures and methodologies introduced by the Urban Foundation for managing the HPC projects.
