Summary:

In 2000 the City of Vienna anchored the principles of Gender Mainstreaming within the responsibility assignment of the Viennese administration, with the Municipal Department for Promotion and Co-ordination of Women’s Issues being the responsible body.

In October 2005, Chief Executive Director Dr. Ernst Theimer announced the setup of the project centre Gender Mainstreaming in the Chief Executive Office – Executive Group for Organisation, Safety and Security by enactment to achieve a cross sectional realisation and implementation of Gender Mainstreaming within all parts of the administration. This implementation has been also supported by the Vienna City Council, particularly by the Executive City Councillor for Integration, Women's Issues, Consumer Protection and Personnel Mag.a Sonja Wehsely and coordinated with political resolutions such as the closed meeting of the city government in October 2004 concerning Gender Mainstreaming and in January 2005 concerning Gender Budgeting.

The structural and systematic implementation of Gender Mainstreaming marks the second phase of a three phase cycle, containing also the first phase as the pilot and testing phase, where methods and concepts for the implementation were developed and tested as well as the third phase, which will provide a final standard and area-wide realisation of Gender Mainstreaming within the Viennese administration, with shifting responsibility towards each Municipal Department itself and everyone being able to independently apply Gender Mainstreaming for her/his work.

During a three-year duration of this second phase the Gender Mainstreaming project centres main objectives are the formulation and ongoing updating of an implementation strategy, the sensitisation, consciousness raising and knowledge transfers for the application of Gender Mainstreaming, as well as consultation, initiation and coordination of Gender Mainstreaming arrangements and the development of evaluation and reporting methods. After this Gender Mainstreaming should be anchored as “no-brainer” within all key parts of the Viennese administration.
