Management of the system of collecting, carrying, repelling, burial and recycling the waste including: house, administrative, commercial, industrial, and agricultural and hospital waste for the purpose of the preservation of environment, sanitation, social health and help of the national economy by considering the following elements:

2. Involvement of private sector in the organization activities with the emphasis on joint investment
3. Formulation of initiative operational programs

The main activities are:

1. "pakyaran" plan in schools at elementary and junior level .
2. Plan for exchanging drafts stationary stumps in 90 stations .
3. Plan for gathering dry families in the city.
4. Holding periodic ceremonies and officering prize to active citizens who isolate their trash.
5. Delivering 15.000 carton plasts to 500 offices under for gathering paper.
6. Running 5 permanent stations for exchanging dry residues with goods in the city.
7. Running 3 buses for training recycling in kindergartens.
8. Face-to-face education for 200.000 families. 
9.  Holding artistic classes of recycling.
10. Constructing and running new dumps in an area of 494 hectares.
11. Constructing and running urban services temporary station with the goal of quick reaching the dumps.
12. Plan of extracting me than from dumps.
13. Organization the wandering dogs.
14. Running the mechanized system of gathering and carrying soil.
15. Producing fertilizer by worms.
16. Producing sulfuric fertilizer with the goal of enriching the product.
17. Mechanizing the on looking system for urban services contractors.
18. Revising and editing contract not books, sweeping and cleaning up and gathering garbage.
19. Holding training classes for executives, operating managers and the directorate members of urban services organization . 
20.  Designing special chariots for gathering garbage's of the city.
