Tirtanadi Water Supply Enterprise (WSE) is located in Medan City of North Sumatera, which has a population of almost 2 million people. TIrtanadi WSE is the leading WSE in Indonesia that consecutively won the national awards of “Best Performance Achievement in Water Supply, Category Metropolitan Cities” in 2005, 2006 and 2007 presented by the Indonesian Minister of Public Works. Currently, about 85% of the population has access to clean water. This achievement is the result of good management in accumulating knowledge of water treatment system and consistent increases in efficiency in many work discipline areas. Tirtanadi has received 8 ISO certificates.
Several WSE’s in North Sumatera Province concern on how to improve their performance, since many of them could only serve 20% of the population in their area. This situation leads them to approach Tirtanadi and learn form their experience to improve water supply coverage.
Nine WSE’S in surrounding regions in North Sumatera have signed a contract or ‘Joint Operational Partnership (JOP)’ with Tirtanadi WSE. The main goal is to widen water service coverage and help people, in particular the poor to access water by improving the management of WSEs. To do so, Tirtanadi designs a policy to provide subsidiaries that incurred in lower water rates and also policy to promote better performance.
Under the JOP, Tirtanadi is fully responsible for all assets, operational, management system, benefits and losses of the contracted WSE’S. South Tapanuli WSE is one of them. Accordingly, they experience losses before joining JOP and their service coverage less than 20%. Since the end of 2007, their service coverage area has increased to 35 %.
