Summary:

The National Award- 2003 was entrusted by the president of India,Dr. A.P.J. Abdul Kalam to Dr. H.C. Sharma, as most efficient employee of NewDelhi Municipal Council (NDMC)  for his outstanding performances in public recognition in the field of enhancing the living standard and facilities for Ecology and Environment.


The   following  initiativeare taken for improvement  of Ecology and Environment:   


i)     Reduction of sewer complaints and propermaintenance of sewerage system in the area of New Delhi Municipal Council,


ii)     Introducing pre-fabricated cement Concrete interlocking grass pavers for green & healthy environment,


iii)      Use of flyash bricks in Constructions for reduction of pollution in environment,


iv)      Plantationon road side berms for green and healthy environment,


v)       Construction of roads with plastic waste materials to improve the ecology and environment.


vi)     Strengthening and resurfacing of road by microsurfacing to improve the ecology and environment.


vii)   Renovation of commercial office, community centre and residential building to improve the ecology and environment.


viii)     Writing books  for publicity of improvements, worldwide.


I had developed a method of de-silting of deep sewer lines by which sewerage blockage and overflow of sewer lines have been reduced.  I am imparting training to employees of municipalities of other states through HUDCO so that the new techniques of sewerage system maintenance can be adopted all over the Country and worldwide.  I had also published a book titled “Sewerage Maintenance”. 

The sewerage maintenance is the important part for the welfare of human life.  Before 1998, the sewerage maintenance work was a challenging job in New Delhi Municipal Council since large public complaints were being received of sewer blockage, overflow and insanitation. I accepted this challenge and the initiative was taken to reduce the public sewer complaints.  The special drive for cleaning/ desilting of deep sewer lines in New Delhi Municipal Council area was launched. The cleaning/ desilting of sewer lines was done with the different methodology and machines which were not in practice earlier in New Delhi Municipal Council.  During this  initiative, I innovated the new technique for cleaning/ desilting of deep sewer lines.  The initiative was taken on war footing and the public sewer complaints are reduced more than 70% within seven years in New Delhi Municipal Council area. The pre-fabricated cement Concrete interlocking grass pavers were got started first time in New Delhi Municipal Council during1995 by me at Gole Market Shopping Complex, New Delhi for the purpose of walkways as well as growing the grass in the holes fabricated within the interlocking grass pavers for enhancing the green and healthy environment. Now this system has found so effective that is being used widely in the area of New Delhi Municipal Council. It is also being enforced to construct the boundary walls with the flyash bricks to reduce the pollution and make the environment healthy. The plantation has been started on the road side berms to make the ecology and environment healthy.  The construction of road with plastic waste materials has also been started by me to strengthen the roads and make the ecology and environment healthy.  The roads also strengthened  by new technology microsurfacing without creating the pollution during its construction. The renovation of commercial,office, Community centre and residential building is initiated  in such a manner  to improve the ecology  and environment.

Narrative:
Situation Before the Initiative Began:
During 1998, in the area of New Delhi Municipal Council, the sewer complaints of blockage and overflow were 18,750 nos. The Municipality was facing the big problem in this regard. It was essential to take some initiative to cope up with this problem. Some other improvements in sewerage maintenance like inspection of sewerlines by close circuit camera and television, sewer cleaning by Suction Machines and other mechanizations without entry of sewermen into the manholes were needed. The initiative for cement concrete grass pavers, use of flyash bricks, plantation on road side berms and roads with plastic waste materials were to be implemented. The microsurfacing technology was to be initiated without pollution during resurfacing of roads . The renovation of building and Community Centers was to be initiated to improve the ecology and Environment.
Establishment of Priorities:
The following were the priorities of the initiative:-
i.To reduce the public complaints of sewer blockage and overflow.
ii.To evolve the new technique for cleaning/desilting of deep sewer lines by Winching Machine.
iii.To start the new technology of close circuit camera and television for inside inspection of sewer lines and identification of defects.
iv.To purchase the new modern sewer cleaning machines and safety equipments.
v.To impart the training to the others.
vi.Providing vent shafts on the main sewer lines.
vii.Construction of free use urinal blocks on “Built operate and Transfer” bassis.
viii. To implement the use of cement Concrete interlocking grass pavers.
ix.Use of flyash bricks in Construction of boundary walls etc.
x.Plantation on road side berms.
xi.To start the construction of roads with plastic waste materials.
xii.To start the resurfacing of roads by microsurfacing.
xiii.To start the renovation work of building and Community Centers to improve the ecology and Environment.
xiv.Writing the books namely Sewerage Maintenance and Environment, Microseal Bituminous Roads and Environment, Natural medicine and Environment and on cleanliness to transfer the experiences worldwide.
The above priorities were established after the initiative taken on war footing.
Formulation of Objectives And Strategies:
The main objective of the initiative was to reduce the public sewer complaints. The strategy of the initiative was to make awakeness regarding the work for desilting of deep sewer lines. The another strategy was to prepare the pilot schemes for the desilting of deep sewer lines by Winching Machines and close circuit camera and television work for inside inspection of sewer lines. The objective was also to evolve the new techniques for the improvement in sewerage maintenance. The objectives and strategies were succeeded as a pilot schemes and then the same were supplemented on large scale. The objective and strategies for providing grass pavers, use of flyash bricks for construction of boundary walls, plantation on road side berns and construction of roads with plastic waste, resurfacing of roads by microsurfacing and renovation of buildings were started.
Mobilisation of Resources:
The financial sources were added in the budget of New Delhi Municipal Council. The 90% funds are arranged in N.D.M.C. itself, 5% funds from Central Government/ State Government as a plan works and 5% funds are collected from public as a sewerage connection charges. Every year the budget has got increased for the purpose of Public Health and Sanitation. Earlier the technical staff and human resources were available but not so expert to work for the desilting of deep sewer lines. When the initiative was taken, the training to technical staff and field staff was imparted and the great efforts were made for the implementation. A pilot scheme was taken in hand for desilting of deep sewer line at K.G. Marg, New Delhi. After its success, started as a whole in N.D.M.C. Simultaneously to attend the sewer complaints frequently, the estimates were prepared for the purchase of machines like sewer cleaning machine suction type, small cutter type, power rodding machines, Air blower cum Exhauster and other safety equipments. The same were to open the blocked sewer lines. The pilot scheme was also prepared for inside inspection of sewer line by close circuit camera at Dr. Rajinder Parsad Road, New Delhi and on this success the same was supplemented at Bara Khamba Road, New Delhi. The works for providing grass pavers, construction of boundary walls with flyash bricks, plantation on road side berms, construction of roads with plastic waste materials , resurfacing of roads by microsurfacing and renovation of buildings were mobilized. The resources mobilized for writing the books.
Process:
The problems faced in implementing the initiative were how to start the work, special repair of machineries, purchase of new machineries, training to technical staff and gangs, safety measures, wear and tear, creation of interest for the work among the working staff and fear of public opinion etc. The problems were sorted out within the department. The silt survey was done of all the sewer lines available in the area of New Delhi Municipal Council. The machineries were got repaired according to requirement. Some new machines were purchased as power rodding machines, sewer cleaning machines suction and small cutter types, auger machines, mechanical bucket, metal detectors, breathing apparatus and air blower cum exhauster. The training was given to the machine operators and working staff. The safety equipments were purchased. After the positive results of pilot schemes, the works on large scale were started. Then the special drive for desilting of deep sewer lines was taken. The desilting works through auger type machine and mechanical machines were started. At all the places the desilting works of deep sewer lines were started through Contractor and departmental. The inside inspection of sewer line at Dr. Rajinder Parsad Road and Barakhamba Road were done by close circuit television and the defects were identified. Subsequently at both the places the old sewer lines were replaced with new sewer lines. If such works are further continued, there would be the great achievement for the safety of ecology & environment. Some high technology machines are still to be purchased like Super Sucker for desilting of sewer lines and high pressure jetting machines so that the entry of sewermen inside the manhole is stopped. The fashion of day to day report indicating the daily work done by field staff was also initiated by me.
The vent shafts were provided on the sewer lines to expel the foul gases of the height about 10.0 Metres. This is essential for the safety of sewer lines and the workers of sewerage staff to save their lives from the harmful and exploiting gases, when they enter into the sewerline during the unavoidable circumstances.
The free use urinal blocks were got constructed on “Built, operate and Transfer” bases near the famous hospitals namely A.I.I.M.S. and Safdarjung at Aurobindo Road.
The pre-fabricated cement Concrete interlocking grass pavers were provided on the earthy portions where the grass can grow on the gaps and maintained as walk ways and greenery for the environment.
The flyash bricks were used for the Construction of boundary walls etc to avoid the pollution from ash which fly in the air and originate from the thermal power houses and this is not having the space for dumping even in the ground. The flyash bricks serve the double purpose, one to use for the construction purposes and secondly for reduction of pollution in environment.
The Plantation is done on the road side berms for the greenery and future healthy environment. The emphasis is being given on this issue for beautification of roads and safety of environment.
The Construction of roads with waste plastic like littered plastic bags, plastic bottles and thin film grade plastics (polithines) which are not ended physically by any means and are very harmful to the environment. The disposal of waste plastic is a big problem which is being littered by rag pickers, daily. In Delhi about 70 tone plastic waste is created daily from the households. Thus this initiative has been taken by me in New Delhi Municipal Council area to use the waste plastic for making plastic modifier for strengthening the roads and to improve the ecology and environment. In this method the 8% plastic modifier is mixed in the bitumen which increase the strength of road by 5-6% and for the preparation of
plastic modifier a pollution free small plant is to be launched in New Delhi on the pattern of Bangalore base company M/s K.K. plastic waste Management. In this regard the case has been processed. The resurfacing of roads by microsurfacing was started. The renovation of building and Community Centre started to improve the ecology and enforcement.
Results Achieved:
The initiative is sustainable in terms of social, economic, environmental, and cultural. The NDMC is the self financing local self Government which spent the funds for the public health developments like sewerage maintenance. The public is directly beneficial from the initiative of reduction in sewer complaints. The initiative is economical also. The reduction of sewerage complaints certainly protect the ecology and environment. The initiative in sewerage maintenance is the cultural activity. The entry of sewermen has been restricted due to the mechanization in sewerage maintenance. The initiatives taken are very important and essential in public interest. The replication will further improve the position. For an ideal position the speed of desilting is to be done as double. An audio/video representation was given to the delegation of World Bank, USA officers and they also appreciated the working in respect of best sanitation conditions in the area. The providing pre-fabricated cement Concrete interlocking grass pavers is also sustainable. By providing these grass pavers the greenery is maintained and the public use as the walk ways. The replication will increase the beautification and healthy environment. The use of flyash bricks for the construction purposes will also protect the environment. The ash which creates from the thermal power houses, fly in the air and creates pollution to public. If this flyash in used for the construction purposes this will definitely reduce the pollution from environment and will fulfill the shortage of construction bricks.
Today’s demand of public is for more construction of free use urinal blocks in the city. The plantation in road side berms will increase the greenery on the roads and will beautify the city also. This is the sign of healthy environment. The construction of roads, with waste plastic like plastic bags, plastic bottles and polithines etc. will reduce the pollution from environment and will strengthen the roads by 2-3 times. It is a good step for the protection of ecology and environment. The resurfacing roads by microsurfacing is more durable and comfortable to public . The renovation buildings improve the living standard and environment. By means of writing books the initiatives were shared and transferred for replication.
Lessons Learned:
The following are the most important lessons learned which have been incorporated in the initiatives:
i.The more desilting of sewer lines reduce the sewer complaints.
ii.The new technique of desilting of deep sewer lines by Winching machine where silt contents are more, in the countries like India, is the best method.
iii.The 8 nos. of sewer complaints are reduced by removal of additional one Cubic metre of silt.
iv.The mechanization is very essential in the sewerage maintenance in respect of safety guidelines of Human Right Commission.
v.The latest technology for inside inspection of sewer lines by close circuit camera and television is useful for identification of sewer defects and reduce the public complaints.
vi.The use of vent shafts in sewer lines is for the safety of ecology and environment.
vii.The free use urinal blocks are best for the public conveniences.
viii.The pre-fabricated cement Concrete interlocking grass pavers are for the improvements towards ecology and environment.
ix.The fyash bricks reduce the pollution from environment.
x.The plantation on road side berms is the good sign towards environment.
xi.The Construction of roads with waste plastic is for the safety of ecology and environment.
xii.The resurfacing of roads by microsurfacing improve the ecology and environment.
xiii.The renovation of buildings and Community Centers improve the living standard and environment .
xiv.Writing of books is the best way to share and transfer the experiences for improving the living standard and environment.
The additional lessons learned are that the good sewerage maintenance reduce the sewer complaints. The protection of ecology and environment and its improvement is most important. These lessons are being replicated for the further achievements.
Transfers:
The knowledge, expertise and experience has been transferred within the department as well as in other organisations such as Delhi Water & Sewerage Board and Municipal Corporation of Delhi. The initiative for desilting of deep sewerlines has reduced the sewer complaints by more than 70% within seven years. The Delhi Water & Sewerage Board and M.C.D. who mainly work for sewerage maintenance in Delhi are also benefited in reduction of sewer complaints in their jurisdiction due to more desilting works. This technique has also spread all over the country by the news published in all the National Newspapers and All India Radio. I am imparting the training regarding the techniques in sewerage maintenance to the representatives of other municipalities of states through the training Centre at Human Settlement Management Institute (HSMI), HUDCO, Lodhi Road, New Delhi and it is expected that the further positive results would be obtained from the other parts of India. The knowledge is also being imparted to others in respect of providing cement concrete interlocking grass pavers, flyash bricks, plantation on road side berms,. construction of roads with plastic waste materials resurfacing of roads by microsurfacing technology and renovation of building to improve the living standard and environment, resurfacing of roads by micro surfacing technology and renovation of building to improve the living standard and environment I would feel lucky if the further chance is given to impart the knowledge of initiatives to others and definitely would help since has qualified Ph.D. in Environment (sewerage maintenance) during the initiatives and presented the National Award-2003 as “Best Employee” by the Hon’ble President of India in public recognition for outstanding performances and second award conferred by Chairman NDMC as Best worked of year 1998. I had written four books which had been published and have definitely transferred and shared the initiatives and experiences nationally and internationally.
Related Policies:
This practice and initiatives have been supported very much by New Delhi Municipal Council since the they have got  awarded to me by President of India due tothe Continuation of practice . The practice of Sewer Maintenance has beenappreciated by the Human Right Commission of India and directed to otherdepartments  like Delhi DevelopmentAuthority, Municipal Corporation of Delhi, Jal Board, Public Works Departmentand Central Public Works Department to purchase this book  Compulsorily and since having I.E.C materialin the book and shall be replicated by all even world wide. This book was  accepted  by all departments and implemented/ processed in  their departments since in large numbers this book had been purchased by different departments similarly my books on resurfacing by microsurfacing and natural medicine & environment are also been sold / published on large scale for replication by other departments/municipalitiesand public.   My technical paper “ An initiative of individual for improvement of Ecology and Environment“ published  in the Journal “HUDCO” which was placed inthe meeting of cabinet ministers of Asia-pacific held at Vigyam Bhawan, India,during December-2006
