3. What were the main points raised by panellists and participants in relation to these different issues? What new ideas have been generated as a result of the discussion?

- The role of local governments in housing policies should be well defined and strengthened

•  The possibilities of public/private partnerships should be further explored

•  Instruments of social housing and systems of housing finance should be carefully adapted to the specific circumstances of an individual country

•  A system of market value based land tax can improve the functioning of land administration systems

- Continued exchange and discussion about best practices within international forums
