Event Description
This session will examine a variety of assessment instruments used and the difficult questions facing governments and the private sector in making land reform and real estate markets available to their populations, the property resources of the nation. The presentation will include actual case studies and look at specific applications examining land, mortgage market and housing sectors, along with their application in selected countries of Eastern Europe . This event will, also, look at the operations of the land and property markets in Ghana, which are largely informal.

Difficulty of locating base line economic information on real estate markets; need to create instrument that is not idiosyncratic to individual surveyors; elusiveness of relevant data in a country where traditional land use patterns prevail; inability of the proposed assessment vehicle to accurately identify slum conditions.

4. What process steps have been identified in your event that could help turn ideas into operational reality? Base line economic information must be collected from public domain sources prior to undertaking assessments; questions must be targeted to the particular professional expertise of interviewees.
