In June 2011 a 10-month internal staff development programme was launched to deepen the knowledge and skills of UN-HABITAT staff in urban planning, urban legislation and governance, urban economy and finance, and slum upgrading. The programme includes in-depth sessions for UN-HABITAT's experts as well as broader training for other colleagues exposed to the topics for the first time.
As part of this initiative the Training and Capacity Building Branch and the Global Land Tool Network hosted an internal learning event for staff on the 23 and 24 June addressing the topic of land readjustment as part of the broader thematic area of legislation and governance. The event was designed for staff with deep expertise within the area of land and legislation and brought nine world leading experts to the table to debate and discuss the challenges and opportunities that land readjustment presents.
The issue at the center of the learning event is that while there is a growing body of literature on land readjustment and some accounts of its successful application as a land assembly mechanism for urban redevelopment and extension, more extensive knowledge is lacking. Extensive understanding on the concept and its applicability in least developed and developing countries as well as post conflict and disaster affected areas is poor.
The experts presented various models from different country contexts and through moderated question and answer sessions fielded queries from UN-HABITAT colleagues to facilitate their learning. Case studies were also utilized as concrete 'problems' that could be addressed through a land readjustment process. The 'expert-to-expert' exchange of the learning event considerably advanced the knowledge of UN-HABITAT staff on the topic of land readjustment.
Over the next nine months the learning process will continue within UN-HABITAT. The next staff training session October 10 and 11 will be for colleagues new to the topic of land readjustment.
