Skills Training and Re-integration of Ex-combatants into Local Communities – Phase 2

Background and Objectives:

The first phase of the programme began in June 2004, and was successfully implemented with the graduation and distribution of toolkits to 502 successful ex-combatants in June 2005. The second phase was approved for a caseload of 1,700. Four hundred and twelve successfully graduated in Aug/Sept 2006 with the distribution of toolkits. A third phase is anticipated for the training of 701 ex-combatants in the established County Resource Centres and for the establishment of a new County Resource Centre in the southeastern region of the country.

The specific objectives of the programme are to provide skills training in building materials production and construction technology for de-mobilized ex-combatants while facilitating the establishment and operation of income generating enterprises. In addition, to support the peace process by reintegrating ex-combatants into local communities with skills which enable them to create employment opportunities and to establish and operate small-scale enterprises.

Activities:

Recruiting project staff and providing operational resources;
Identifying training needs of ex-combatants and designing required training activities;
Ensuring that ex-combatants peacefully co-exist in their host communities and are providing meaningful contributions towards the development of such communities;
Ensuring that adequate and required resources are provided for proper implementation of the training programmes;
Establishing a new County Resource Centre in the southeastern part of the country.

Results:

Hundreds of ex-combatants and community members trained in building construction skills;
Ex-combatants and community members contributed towards development and rehabilitation programmes;
Small-scale income generating enterprises by ex-combatants;
Increased possibility of employment due to acquired building skills;
Peaceful co-habitation of ex-combatants and community members created;
County Resource Centres established and equipped for future use by the community and implementing partners.
