Background and Objectives:
The Inter-Communal Rural Development Project (IRDP) was created by mutual agreement between the Government of Afghanistan and the Government of Japan to develop the ability of Afghanistan Communities to identify, plan, manage and monitor their own development projects.
Through the implementation of inter-communal based development projects, the Inter-Communal Rural Development Project will lay the foundation for a sustainable form of local governance, rural reconstruction and poverty alleviation in cluster communities. The services of the Facilitating Partner are required to render necessary and timely assistance to local communities / authorities to facilitate the achievement of stated goals.
The broad objective of the Facilitating Partner Services in the Bamyan and Kandahar provinces is to form cluster-level institutions or Cluster Community Development Councils (CCDCs) as the basic unit of collective decision making in order to ensure the participatory development of a Cluster Community Development Plan (CCDP). Through these activities the capacity of communities in the field of planning, managing and monitoring of development projects is enhanced.
The main activities include:
Raising community awareness of the Inter-Communal Rural Development Project through community gatherings.
Holding large community gatherings at each represented community to provide information about the programme.
Establishing cluster level Community Development Councils.
Facilitating cluster Community Development Councils to prepare cluster profiles and resource map based on the available information from the survey and questionnaire.
Endorsing the cluster development plan and designing prioritised projects.
Cluster selection and formation of community development councils and data collection for community profiles in Bamyan.
Cluster Community Development Planning workshops completed.
Three remaining workshops for Cluster Community Development Councils completed in Bamyan. All five Cluster Community Development Councils from the second phase of the programme have finalized their Community Development Planning.
Detailed design and cost estimation of the selected projects of the two Cluster Community Development Councils from the 1st phase of the Pilot Programme completed in Bamyan.
Cluster selection and formation of Cluster Community Development Councils completed in Kandahar and social organizers have started data collection for community profiles of selected communities.
Community profiles of all villages narrated in Bamyan and community development plans of two clusters have been compiled in the form of a mid-term report.
