UN-HABITAT and three other partners are coming together to offer a training seminar on improving policing public events in urban areas.
The other partners joining hands with UN-HABITAT are the Institute of Public Safety of Catalonia in partnership with the Swedish National Police Board and the city of Montréal police service for the training seminar under the theme: Improving Policing of Public Events in Urban Spaces which will from 12-16 July 2010 in Barcelona, Spain.
This training seminar is organised under the framework of the Police Platform for Urban Development (PPUD) which was established in 2009 to promote the dialogue between the police, the city managers, urban development actors, and key stakeholder groups thereby enhancing social cohesion and conviviality in urban spaces.
The programme which is expected to being together 25 participants from 10 African countries working in different fields such as the Police, local authorities, researchers, coordinators of safer cities initiatives and journalists and media experts will be based on real cases from different Spanish and international municipalities as well as theoretical elements. The training sessions will focus on different fields of action where the Police have worked closely with various stakeholders to improve urban security.
It is hoped that this training seminar will not only encourage participants to develop critical thinking, strategies and tactics based on concrete practices observed in their environment but will also stimulate discussion for developing tools to promote democratic management of public demonstrations in urban settings.
The objectives of this seminar are to:
Provide participants with practical management, negotiation and communication skills which could be adapted in the local context to protect the exercise of the right to peaceful assembly.
Improve the monitoring and democratic police and local government intervention and minimize disordered and criminal behavior in public events in line with the principles of human rights.
Achieve a successful dialogue between the police and the civil society through theory and the practical formation.
