Additional infrastructure brings safer learning to Mogadishu
	Somaliland, 6 May 13 From 1991 until quite recently, Somalia was without an effective central government. The long-standing absence of authority in the country had a particular impact on education for girls.


Construction training manual tested in Hargeisa
	Somaliland, 6 May 13 The Sustainable Employment Creation and Improved Livelihoods for Vulnerable Communities in Mogadishu (SECIL) project has developed a manual titled Practical Field Guide to Building Construction for Post-conflict Infrastructure Rehabilitation and Development. It details the essential parts of a building structure and provides information about standardized quality benchmarks, context-specific testing methods, skilled working principles for various construction sectors, and essential occupational safety standards.


Groundbreaking for the Ayaha IV Shelter and Resettlement Project in Hargeisa
	Somaliland, 6 May 13 A groundbreaking ceremony for the Ayaha IV Shelter and Resettlement Project was held at the Ambassador Hotel in Hargeisa on 18 March 2013. The project involves the construction of 350 permanent low-cost housing units and prioritized community infrastructure (e.g. a piped water system, solid waste collection point, and community centre) for returnees, internally displaced persons (IDPs), and the urban poor.


Hargeisa Urban Water Supply Upgrading Project gets underway
	Somaliland, 6 May 13 Ask anyone on the streets of the Somaliland capital of Hargeisa what their city needs most urgently, and the answer is immediate: water. Every day, tankers and donkey-carts deliver water to tens of thousands of homes and businesses that have no direct access to the existing municipal piped water system.


Inauguration of new councillors and district mayors in Somaliland
	Somaliland, 6 May 13 In December 2012, newly elected councillors and district mayors were inaugurated in most Somaliland districts. UN-Habitat, being a long-term development partner of these district authorities, received invitation letters to attend the inauguration ceremonies in Hargeisa, Boroma, and Burao. Abdirahman Adan Mahamoud and Asha Mohamed, two UN-Habitat staff from the Hargeisa office, attended the functions.


New shelter project integrates displaced persons into Bossaso host community
	Somaliland, 6 May 13 After months of preparation related to beneficiary selection, design, and tendering processes, a new shelter project began in January 2013 in Bossaso, Puntland. The initiative involves 500 houses constructed with funds provided by the Government of Japan, 150 houses funded by the UN Common Humanitarian Fund, upgrading through building urban infrastructure, and training of selected beneficiaries in income-generating activities. Parts of the project will be done through cooperation agreements with a local NGO and the Bossaso Vocational Technical Educational Centre.


Public-private partnerships increase sustainability of waste collection service in Mogadishu
	Somaliland, 6 May 13 One of the primary components of the European Union-funded project Sustainable Employment Creation and Improved Livelihoods for Vulnerable Communities in Mogadishu (SECIL) is solid waste management – which to date has been informal and ad hoc in Mogadishu, without a systematic or managed approach.


Raising awareness about water issues through art
	Somaliland, 6 May 13 Throughout January and February, the Sustainable Employment Creation and Improved Livelihoods for Vulnerable Communities in Mogadishu (SECIL) project conducted classes in seven schools in Mogadishu to raise awareness about the importance of safe water and to provide the opportunity for children to express these issues through art, a subject rarely taught in Mogadishu’s schools.


Road signs installed in Hargeisa
	Somaliland, 6 May 13 Under the UN Joint Programme on Local Governance and Decentralized Service Delivery, UN-Habitat has been implementing the Urban Road Classification and Road Naming in Hargeisa Project, which was initiated as a pilot project to help create a foundation for the development of an urban road network plan for fast-growing Hargeisa. UN-Habitat has supported the Municipality of Hargeisa through the project’s technical committee to develop a technical specification guideline for manufacturing and installing the street/road signage in Hargeisa.


UN-Habitat provides support to the Benadir Regional Administration’s Department of Urban Planning
	Somaliland, 6 May 13 A new project is bringing to life the Department of Urban Planning at the Benadir Regional Administration after 22 years of conflict. The support was requested by the emerging authorities of Mogadishu Municipality and designed and developed jointly with the DFID Stabilization Unit for Somalia.


Urban road planning support to Garowe Municipality
	Somaliland, 6 May 13 Garowe Municipality, assisted by UN-Habitat, has completed the implementation of the first phase of the pilot project Development of a Road Network Development Plan and Road Demarcation for Garowe. The project has resulted in the development of the Road Demarcation Development Phase Plan 2012–2035; during the first phase, around 7 km of roads, as new extensions of the main road, were demarcated to secure the future routes from encroachment by informal building construction.


Geographic information system project completed in Gardho
	Gardho, 7 Nov 12 After the successful geographic information system (GIS) property survey and database development intervention in Garowe District, Puntland, UN-Habitat Somalia has established a GIS property database for Gardho District. Gardho, like other districts in Puntland, lacks an accurate, up-to-date land and property information system, which is crucial for town planning and revenue collection.


Local Governments in Somaliland: Challenges and Opportunities

Garbage collection service for four pilot districts in Mogadishu
	Mogadishu, 7 Nov 12 As part of the multi-partner, European Union-funded project Sustainable Employment Creation and Improved Livelihoods for Vulnerable Communities in Mogadishu (SECIL), which is directed by UN-Habitat Somalia, a sustainable solid waste collection system will be set up in the four pilot districts of Hamarweyne, Hamarjajab, Shingani, and Waberi.


Art addresses the importance of water
	Mogadishu, 7 Nov 12 As part of its awareness-raising campaign on the importance of a safe water supply, the Sustainable Employment Creation and Improved Livelihoods for Vulnerable Communities in Mogadishu (SECIL) project is bringing UNEP’s 22nd International Children’s Painting Competition on the Environment to Mogadishu.


Gabiley District Profile completed as Puntland profiles finalized
	Gabiley, 7 Nov 12 In early August, the UN-Habitat team produced the Gabiley District Profile. The Economic and Development Subcommittee of the District Council supported this endeavour, with assistance from the Executive Secretary, the Mayor, the Deputy Mayor, the head of the Administration and Finance Department, and local government staff, including heads of technical departments.


Leadership, conflict management, and gender training in Gabiley, Bossaso, Jariban, and Garowe
	Somaliland, 7 Nov 12 As a part of a local government capacity-building programme, UN-Habitat this year conducted a series of trainings on Local Leadership Management, Conflict Management, and Gender and the Involvement of Women in Local Governance in Gabiley (Somaliland), Bossaso (Puntland), and Jariban (Puntland).


Road demarcation in Garowe: Phase I of Road Network Development Plan implemented
	Garowe, 7 Nov 12 The Local Government of Garowe, with technical assistance from UN-Habitat Somalia, has completed the implementation of the first phase of the collaborative project Development of a Road Network Development Plan and Road Demarcation for Garowe.


Improving governance through waste management
	Puntland, Bossaso, 7 Nov 12 Solid waste management projects and a solar street lighting project are improving sanitation, hygiene, health, environmental conditions, and living standards in three municipalities in Puntland – Bossaso, Gardho, and Garowe. The projects address service delivery in the solid waste sector and increase the protection of vulnerable urban populations through better street lighting. These activities are under the UN Joint Programme on Local Governance and Decentralized Service Delivery, and it was established that only those municipalities with functional councils could receive the grant of USD 75,000.


Mogadishu markets rehabilitated
	Mogadishu, 7 Nov 12 SAACID has been partnering with UN-Habitat since 2005 to build local government capacity in all 16 districts in Mogadishu and rehabilitate high-priority public sector infrastructure throughout the city. 	Mogadishu, 7 Jun 12 Five UN-Habitat schools completed a year ago in the Somali capital Mogadishu are today serving some 2,000 internally displaced children in five neighbourhoods thanks to Swedish funding and UNICEF backing.


Puntland capital gets its first road network plan
	Garowe, Somaliland, 1 May 12 The local government of Garowe, with technical assistance from UN-Habitat Somalia, has started the development of the first urban road network plan for the fast-growing capital of Puntland. As the first official urban plan of its kind, the road plan will form the legal basis for road network extensions and serve as the primary tool for urban management and control.


Local government association expands support to Somaliland local authorities
	Somaliland, 1 May 12 In early 2012, the Association of Local Government Authorities of Somaliland (ALGASL) expanded its technical support to local authorities, including the contribution of basic equipment such as computers. The association advocates and lobbies for autonomous, sustainable, and democratic local government systems in Somaliland that have quality and equitable service delivery.


Schools for displaced children in Mogadishu now fully operational
	Mogadishu, 1 May 12 In July 2011, UN-Habitat completed the construction of 5 permanent primary schools for 2,000 internally displaced children in 5 districts of Mogadishu. The Swedish International Development Cooperation Agency (Sida) funded the pilot project, which aimed to improve the living conditions of internally displaced persons (IDPs) and contribute to rehabilitating and rebuilding the destroyed public infrastructure in the Somali capital.


UN-Habitat staff attend decentralization training in Turin, Italy
	Turin, Italy, 1 May 12 Though conflict prevention and peace building are high on the global development agenda, less attention is paid to the great potential of decentralization as a means to these ends. In November, two UN-Habitat staff members – the manager and the Somaliland team leader of the UN Joint Programme on Local Governance and Decentralized Service Delivery – and other joint programme staff participated in a Decentralized Governance, Conflict Prevention, and Peace Building training course by the UN System Staff College.


Ground-breaking ceremony for Somaliland Ministry of Labour and Social Affairs office building
	Somaliland, 1 May 12 Through the UN Joint Programme on Local Governance and Decentralized Service Delivery, UN-Habitat is implementing the construction of an additional building for the Somaliland Ministry of Labour and Social Affairs. The Hargeisa building will have new offices for 24 staff, a conference room, the minister’s offices, and sanitary facilities. Taking into account the possible future expansion of the ministry, the design allows for the addition of a second floor, with office space for 24 more staff.


New agreements signed with local partners in Puntland
	Puntland, 1 May 12 Under the UN Joint Programme on Local Governance and Decentralized Service Delivery, an Agreement of Cooperation was signed in January between UN-Habitat and KAALO Relief and Development Affairs to conduct a property survey in Gardho, Puntland. The main objective is to develop an urban land information system for the improvement of property taxation and to support urban planning and development in Gardho with more accurate and updated information.


Participatory District Rehabilitation in Mogadishu: Phase II well underway
	Mogadishu, 1 May 12 Phase II of the Participatory District Rehabilitation in Mogadishu Project, which is directly supported by the Government of Italy within the UN Joint Programme on Local Governance and Decentralized Service Delivery framework, started in July 2011. UN-Habitat has partnered with the NGO SAACID for the implementation of the project.
