It details the essential parts of a building structure and provides information about standardized quality benchmarks, context-specific testing methods, skilled working principles for various construction sectors, and essential occupational safety standards.
Groundbreaking for the Ayaha IV Shelter and Resettlement Project in Hargeisa

A groundbreaking ceremony for the Ayaha IV Shelter and Resettlement Project was held at the Ambassador Hotel in Hargeisa on 18 March 2013. The project involves the construction of 350 permanent low-cost housing units and prioritized community infrastructure (e.g. a piped water system, solid waste collection point, and community centre) for returnees, internally displaced persons (IDPs), and the urban poor.
Hargeisa Urban Water Supply Upgrading Project gets underway

Ask anyone on the streets of the Somaliland capital of Hargeisa what their city needs most urgently, and the answer is immediate: water. Every day, tankers and donkey-carts deliver water to tens of thousands of homes and businesses that have no direct access to the existing municipal piped water system.
Inauguration of new councillors and district mayors in Somaliland

In December 2012, newly elected councillors and district mayors were inaugurated in most Somaliland districts. UN-Habitat, being a long-term development partner of these district authorities, received invitation letters to attend the inauguration ceremonies in Hargeisa, Boroma, and Burao. Abdirahman Adan Mahamoud and Asha Mohamed, two UN-Habitat staff from the Hargeisa office, attended the functions.
New shelter project integrates displaced persons into Bossaso host community

After months of preparation related to beneficiary selection, design, and tendering processes, a new shelter project began in January 2013 in Bossaso, Puntland. The initiative involves 500 houses constructed with funds provided by the Government of Japan, 150 houses funded by the UN Common Humanitarian Fund, upgrading through building urban infrastructure, and training of selected beneficiaries in income-generating activities. Parts of the project will be done through cooperation agreements with a local NGO and the Bossaso Vocational Technical Educational Centre.
Public-private partnerships increase sustainability of waste collection service in Mogadishu

Raising awareness about water issues through art

Throughout January and February, the Sustainable Employment Creation and Improved Livelihoods for Vulnerable Communities in Mogadishu (SECIL) project conducted classes in seven schools in Mogadishu to raise awareness about the importance of safe water and to provide the opportunity for children to express these issues through art, a subject rarely taught in Mogadishu’s schools.

Under the UN Joint Programme on Local Governance and Decentralized Service Delivery, UN-Habitat has been implementing the Urban Road Classification and Road Naming in Hargeisa Project, which was initiated as a pilot project to help create a foundation for the development of an urban road network plan for fast-growing Hargeisa. UN-Habitat has supported the Municipality of Hargeisa through the project’s technical committee to develop a technical specification guideline for manufacturing and installing the street/road signage in Hargeisa.
UN-Habitat provides support to the Benadir Regional Administration’s Department of Urban Planning

A new project is bringing to life the Department of Urban Planning at the Benadir Regional Administration after 22 years of conflict. The support was requested by the emerging authorities of Mogadishu Municipality and designed and developed jointly with the DFID Stabilization Unit for Somalia.
Urban road planning support to Garowe Municipality

Garowe Municipality, assisted by UN-Habitat, has completed the implementation of the first phase of the pilot project Development of a Road Network Development Plan and Road Demarcation for Garowe. The project has resulted in the development of the Road Demarcation Development Phase Plan 2012–2035; during the first phase, around 7 km of roads, as new extensions of the main road, were demarcated to secure the future routes from encroachment by informal building construction.
Geographic information system project completed in Gardho

After the successful geographic information system (GIS) property survey and database development intervention in Garowe District, Puntland, UN-Habitat Somalia has established a GIS property database for Gardho District. Gardho, like other districts in Puntland, lacks an accurate, up-to-date land and property information system, which is crucial for town planning and revenue collection.

Gabiley District Profile completed as Puntland profiles finalized

Improving governance through waste management

Solid waste management projects and a solar street lighting project are improving sanitation, hygiene, health, environmental conditions, and living standards in three municipalities in Puntland – Bossaso, Gardho, and Garowe. The projects address service delivery in the solid waste sector and increase the protection of vulnerable urban populations through better street lighting. These activities are under the UN Joint Programme on Local Governance and Decentralized Service Delivery, and it was established that only those municipalities with functional councils could receive the grant of USD 75,000.
Mogadishu markets rehabilitated

Puntland capital gets its first road network plan

The local government of Garowe, with technical assistance from UN-Habitat Somalia, has started the development of the first urban road network plan for the fast-growing capital of Puntland. As the first official urban plan of its kind, the road plan will form the legal basis for road network extensions and serve as the primary tool for urban management and control.
Local government association expands support to Somaliland local authorities

In early 2012, the Association of Local Government Authorities of Somaliland (ALGASL) expanded its technical support to local authorities, including the contribution of basic equipment such as computers. The association advocates and lobbies for autonomous, sustainable, and democratic local government systems in Somaliland that have quality and equitable service delivery.
Schools for displaced children in Mogadishu now fully operational

In July 2011, UN-Habitat completed the construction of 5 permanent primary schools for 2,000 internally displaced children in 5 districts of Mogadishu. The Swedish International Development Cooperation Agency (Sida) funded the pilot project, which aimed to improve the living conditions of internally displaced persons (IDPs) and contribute to rehabilitating and rebuilding the destroyed public infrastructure in the Somali capital.
UN-Habitat staff attend decentralization training in Turin, Italy

Though conflict prevention and peace building are high on the global development agenda, less attention is paid to the great potential of decentralization as a means to these ends. In November, two UN-Habitat staff members – the manager and the Somaliland team leader of the UN Joint Programme on Local Governance and Decentralized Service Delivery – and other joint programme staff participated in a Decentralized Governance, Conflict Prevention, and Peace Building training course by the UN System Staff College.
Ground-breaking ceremony for Somaliland Ministry of Labour and Social Affairs office building

Through the UN Joint Programme on Local Governance and Decentralized Service Delivery, UN-Habitat is implementing the construction of an additional building for the Somaliland Ministry of Labour and Social Affairs. The Hargeisa building will have new offices for 24 staff, a conference room, the minister’s offices, and sanitary facilities. Taking into account the possible future expansion of the ministry, the design allows for the addition of a second floor, with office space for 24 more staff.
New agreements signed with local partners in Puntland

Under the UN Joint Programme on Local Governance and Decentralized Service Delivery, an Agreement of Cooperation was signed in January between UN-Habitat and KAALO Relief and Development Affairs to conduct a property survey in Gardho, Puntland. The main objective is to develop an urban land information system for the improvement of property taxation and to support urban planning and development in Gardho with more accurate and updated information.
Participatory District Rehabilitation in Mogadishu: Phase II well underway

Phase II of the Participatory District Rehabilitation in Mogadishu Project, which is directly supported by the Government of Italy within the UN Joint Programme on Local Governance and Decentralized Service Delivery framework, started in July 2011. UN-Habitat has partnered with the NGO SAACID for the implementation of the project.
Road naming in Hargeisa completed, as part of urban road classification project

After the first phase of the Urban Road Classification and Road Naming in Hargeisa Project was completed, the process of giving names to selected main roads started in September 2011. A participatory approach was used: district councillors and local representatives from all the districts in Hargeisa were invited to a one-day workshop. Following a suggestion from the mayor, it was agreed that the road names were to have historical, local, or geographical relevance. With assistance from the technical committee set up to lead the work, each district finalized their proposal for the names of roads under their jurisdiction.
Tawakal community shelter project for the displaced reaching completion

The Tawakal settlement was established in 2006, when a piece of land was made available to internally displaced persons (IDPs) who had come from south central Somalia, many with previous roots in Galkayo. The Tawakal IDP Community Shelter, Settlement Planning, Basic Sanitary Facilities, and Housing Construction Project was conceived after UN-Habitat carried out a strategic planning exercise with members of the community in June 2010. The community members expressed a strong desire to be able to develop their settlement as a planned community, legally recognized as a municipality under Puntland territory, with the help of UN-Habitat.
Safer cities, safer lives: no more child soldiers in Somalia

Improvement of Burao and Bossaso local government offices completed

Work on the Burao municipal offices wrapped up in May 2011 and included a new council meeting hall, upgraded sanitary facilities, and general improvements of the municipal premises. The new Burao Council Hall is one of the first buildings in Somaliland with an improved roof design that incorporates locally manufactured concrete tiles. Compared to the commonly used iron-sheet roofs, the tiles offer much better protection against local weather conditions, provide better air circulation, and are more durable. They also have green credentials, being produced in Burao in an environmentally sustainable way.

In March, UN-HABITAT agreed with the Swedish International Development Cooperation Agency to construct schools for 2,000 school-age internally displaced persons (IDPs) in Mogadishu. The initiative accesses unused funds from the project entitled Improvement of Living Conditions of IDPs in Jowhar, Baidoa, and Mogadishu, Somalia. The Somalia programme moved rapidly to locate and assess sites with NGO partner SAACID, produce a high quality and cost-effective design, and conclude an agreement with UNICEF to manage the schools as part of their Emergency Education Initiative. This pilot project is an IDP component of the UN Joint Programme on Local Governance and Decentralized Service Delivery’s Participatory District Rehabilitation in Mogadishu Project.
Somaliland ministerial decree on new budgeting and accounting systems

On 3 August 2011, Mohamed Abdi Gaboose, the Minister of Interior for Somaliland, signed a ministerial decree that introduces revised budgeting and accounting formats for local authorities. The decree follows an active campaign by UN-HABITAT and its long-standing implementing partner, Terre Solidali, to raise awareness on the benefits of accounting systems that are based on the different services local governments render.
Tawakal community shelter project of 420 houses gets going

Over the last five years, UN-HABITAT, in collaboration with the Government of Puntland State of Somalia, has helped improve the lives of 18,022 people in Puntland. In Bossaso, Garowe, Xaafuun, and now in Galkayo, UN-HABITAT has planned new settlements, constructed permanent shelters, and upgraded existing settlements. At the beginning of this year, the Government of Japan donated USD 1.5 million to the UN-HABITAT Somalia Programme for the construction of low-cost houses and sanitation facilities for the Tawakal community of internally displaced persons (IDPs) in Galkayo, to be completed by December 2011.
Training of trainers on land, property, and housing rights in the Muslim world

Following the UN-HABITAT Global Land Tool Network’s 2010 launch of a formal training package on land, property, and housing rights in the Muslim world, the UN-HABITAT Somalia Programme held a training of trainers from 4 to 8 April 2011 in Nairobi. Siraj Sait, a main contributing author of the training package, conducted the training for staff from Somaliland, Puntland, and Nairobi. Examining actual land cases from Somalia and other countries, the training course targets trainers in the land sector who can then disseminate key land administration concepts in Somalia. Training for local authorities will be carried out in the last quarter of 2011. 
UN-HABITAT Somalia Programme contributes to Japanese tsunami relief fund

Following the earthquake and tsunami on 11 March of this year, the UN-HABITAT Somalia Programme responded by gathering contributions from programme staff as well as beneficiaries of Japan-funded projects over the years. Donations came in from Hargeisa, Garowe, Bossaso, Galkayo, and the head office in Nairobi. Residents of Hargeisa’s Ayaha settlement in particular sent their contributions together with heartfelt condolences and deep appreciation for the assistance Japan has given them. The Mayor of Hargeisa, Husein Mohamoud Jiciir, and the Mayor of Garowe, Abdiaziz Nur Elmi Koor, sent condolence letters to the Government of Japan via the country’s representative in Kenya, Ambassador Toshihisa Takata.
Urban road classification and road naming coming to Hargeisa

A proposal for the Urban Road Classification and Road Naming for Hargeisa Project was approved by the Municipality of Hargeisa in February 2011. The Municipality of Hargeisa and UN-HABITAT jointly initiated the project in order to create a better functioning urban environment for the residents and businesses of Hargeisa.

Municipal finance interventions enable Somali districts to improve basic services

UN-HABITAT has been working to build and strengthen financial management systems at the local government level in Somalia for over a decade. Having started in 2001 with only one district in Somaliland under the Berbera Technical and Institutional Assistance Programme, the current phase of the intervention is being carried out as an integral part of the UN Joint Programme on Local Governance and Decentralized Service Delivery, and now covers nine districts in Somaliland and four in Puntland. Extension to one district in south central Somalia is planned.
Urban Geographic Information System and property database come to Garowe

The Habitat II Conference on Human Settlements (Istanbul 1996) singled out inadequate financial resources as one of the most serious problems affecting cities in developing countries. Fifteen years later, this still applies to most fast-growing cities in the developing world – in particular, urban centres in conflict and post-conflict situations.
Land and Urban Management Institute opens

In a landmark event, the UN-HABITAT-supported Land and Urban Management Institute was opened in Hargeisa on 31 May 2010. The then President of Somaliland, Dahir Riyale Kahin, and three government ministers attended the ceremony.
