United Nations Secretary-General Ban Ki-moon has appointed Ms. Aisa Kirabo Kacyira of the Republic of Rwanda as Deputy Executive Director and Assistant Secretary-General for UN-HABITAT. She succeeds Ms. Inga Björk-Klevby in the position.

New schools provide access to education for 2,000 Mogadishu children

In March, UN-HABITAT agreed with the Swedish International Development Cooperation Agency to construct schools for 2,000 school-age internally displaced persons (IDPs) in Mogadishu. The initiative accesses unused funds from the project entitled Improvement of Living Conditions of IDPs in Jowhar, Baidoa, and Mogadishu, Somalia. The Somalia programme moved rapidly to locate and assess sites with NGO partner SAACID, produce a high quality and cost-effective design, and conclude an agreement with UNICEF to manage the schools as part of their Emergency Education Initiative. This pilot project is an IDP component of the UN Joint Programme on Local Governance and Decentralized Service Delivery’s Participatory District Rehabilitation in Mogadishu Project.
Somaliland ministerial decree on new budgeting and accounting systems

On 3 August 2011, Mohamed Abdi Gaboose, the Minister of Interior for Somaliland, signed a ministerial decree that introduces revised budgeting and accounting formats for local authorities. The decree follows an active campaign by UN-HABITAT and its long-standing implementing partner, Terre Solidali, to raise awareness on the benefits of accounting systems that are based on the different services local governments render.
Tawakal community shelter project of 420 houses gets going

Over the last five years, UN-HABITAT, in collaboration with the Government of Puntland State of Somalia, has helped improve the lives of 18,022 people in Puntland. In Bossaso, Garowe, Xaafuun, and now in Galkayo, UN-HABITAT has planned new settlements, constructed permanent shelters, and upgraded existing settlements. At the beginning of this year, the Government of Japan donated USD 1.5 million to the UN-HABITAT Somalia Programme for the construction of low-cost houses and sanitation facilities for the Tawakal community of internally displaced persons (IDPs) in Galkayo, to be completed by December 2011.
Improvement of Burao and Bossaso local government offices completed

Work on the Burao municipal offices wrapped up in May 2011 and included a new council meeting hall, upgraded sanitary facilities, and general improvements of the municipal premises. The new Burao Council Hall is one of the first buildings in Somaliland with an improved roof design that incorporates locally manufactured concrete tiles. Compared to the commonly used iron-sheet roofs, the tiles offer much better protection against local weather conditions, provide better air circulation, and are more durable. They also have green credentials, being produced in Burao in an environmentally sustainable way.
Livelihoods project begins for vulnerable groups in Mogadishu

The European Community and UN-HABITAT have signed a grant agreement for the implementation of a new three-year project entitled Sustainable Employment Creation and Improved Livelihoods for Vulnerable Urban Communities in Mogadishu.
