Twenty experts— representing academia, civil society, international development organizations and the private sector—last week concluded a GLTN Workshop in Nairobi to provide feedback on a training package on Islamic land law and discuss its wider dissemination including strategies for adapting and utilizing the package for different stakeholders. Participants from Egypt, India, Iraq, Kenya, Malaysia, Niger, Senegal, Somaliland, Tunisia and Uganda, amongst others, illustrated the diversity of the Muslim world and the need for local adaptations. |

UN-HABITAT Executive Director Mrs. Anna Tibaijuka has decried rapid and unplanned urbanization in Africa which she said had led to unnecessary depletion, wastage and pollution of water resources. She spoke at the fourth Tokyo International Conference on African development 28-30 May. Prime Minister Yasuo Fukuda pledged to double Japan’s annual net official development assistance to the African continent to USD 1.8 billion by 2012 and offer up to USD 4 billion of ODA loans to assist in developing mainly its infrastructure. |

UN-HABITAT and six United Nations agencies have teamed up with the Government of Iraq to launch a new initiative aimed at boosting the capacities of local authorities to carry through development plans in partnership with the private sector and local communites.
The programme will be conducted in Sulaymaniyah, Babel, and the Marshlands in a bid to stimulate local economic development and improve local infrastructure and basic services, the UN Assistance Mission in Iraq (UNAMI) said in a news release. |

| The Hague prepares to mark World Habitat Day |

As part of celebrations to mark this year’s World Habitat Day, UN-HABITAT and its partners have organized global celebrations focusing on urban safety and security in The Hague, The Netherlands, 1 - 2 October. As part of the celebrations, a conference will bring together professionals working at all levels to address the challenges of urban safety and security in the developed and developing countries. The keynote speakers at the event will be welcomed by the host Wim Deetman, Mayor of The Hague and chairman of the United Cities and Local Governments’ Committee on City Diplomacy, and members of the Dutch government including Bert Koenders, Dutch Minister for Development Cooperation and Ella Vogelaar, Dutch Minister for Housing, Communities and Integration. Mr. Jan Pronk, former Dutch minister and former Representative of the Secretary General of the United Nations in Sudan, will chair the conference. |

The new permanent representative to UN-HABITAT from Egypt, Mr.Saher Hamza, presented his credentials to the Executive Director, Mrs. Anna Tibaijuka on 24 November, 2006. Mrs. Tibaijuka said Egypt is fully funding a strategic UN-HABITAT urban plan for 48 small cities in Egypt at a cost of US$7million. |

| Private Sector Urged to Invest in Slums |

Dennis Shea, the Assistant Secretary of the U.S. Department of Housing and Urban Development, yesterday stressed the need to harness private sector resources to meet the needs of the urban poor. He added that while national and local governments were willing to put in equity in the form of land for slum upgrading, commercial capital was still not easily available.Shea was speaking to participants attending a dialogue on Urban Resources, which is being held as part of the Second World Urban in Barcelona . Panellists, including representatives of national and local governments, community-based organizations and financial institutions, gave examples of capital mobilization from the private sector to meet the needs of slum dwellers. In Johannesburg , South Africa , for instance, municipal bonds are being issued to fund basic services in slums.

| Seeking better understanding of rural-urban linkages |

At a time of rapid urbanization in Africa, institutions of higher learning have been challenged to highlight the importance of rural-urban linkages. UN-HABITAT's Executive Director, Mrs. Anna Tibaijuka, posed this challenge at the Sokoine University of Agriculture 2003 convocation held on 27 November 2003. In her speech, Mrs. Tibaijuka stated that the strength of these linkages would determine the living conditions of people in both urban and rural areas of Africa. Such disciplines as agricultural economics needed to be linked to urban economics through regional development planning methods, cultural anthropology, geography, social research, ecology and engineering.

The United Nations this week started work on a US$ 13 million project to expand its African headquarters in the Kenyan capital, Nairobi.
