Outlines the basis for developing the United Nations Housing Rights Programme (UNHRP), a joint initiative of UNCHS (Habitat) and the Office of the High Commissioner for Human Rights to address and implement relevant resolutions of the Commission on Human Settlements and the Commission on Human Rights regarding the full and progressive realisation of the human right to adequate housing as outlined in the Habitat Agenda. The Programme aims to mobilise the potential and utilise the capacity of the stakeholders within the housing rights field at regional, national, and local levels. It is a major effort -- under the Global Campaign for Secure Tenure -- to address normative and operational issues contributing to the implementation of one of the two principal goals of the Habitat Agenda; adequate shelter for all.
