This publication is a contribution to the International Conference on Population and Development (ICPD), seeks to highlight and bring to the attention of national policy-makers and international cooperation agencies, the positive contributions of urbanization to qualitative population development and management, and the need to perceive the phenomenon in a more positive perspective and to make policies accordingly. This booklet is designed to facilitate the task of Resident Coordinators in supporting the implementation of the Habitat Agenda at the country level. The guidelines are part of the overall United Nations system effort to coordinate the implementation of the recommendations of recent United Nations Conferences and to improve the efficiency and effectiveness of United Nations operations. The booklet thus serves as a useful guide to Resident Coordinators in their policy dialogues with governments.
In the Annex, organizations of the United Nations system present their actual and potential contribution to the implementation of the Habitat Agenda, with specific focus on programmes and expertise which could be used by Resident Coordinators to support in-country activities.
