The aim of this publication is to present small-contractor development and management issues in a comprehensive manner, with a view to promote small-contractor development programmes in developing countries. The publication documents a number of small-contractor development programmes already implemented in developing countries. In light of the experience of these programmes, a strategy for small-contractor development is presented in the final chapter outlining areas of action for industry, government and external support agencies.
