This report studies the process of developing a new approach for community development which is rooted within the communities and reaches out to the poor communities. This horizontal community to community approach has evolved from a system of community extension workers employed by a state agency for housing (the National Housing Development Authority of Sri Lanka) to a non-governmental organization composed of and managed by urban low income community members.
