Evaluation of Experience with Initiating Enabling Shelter Strategies
A systematic attempt to evaluate initial effort at implementing the Global Strategy for Shelter to the Year 2000 (GSS), based on case studies in Colombia, India, Nigeria and Thailand, plus less detailed evidence from other countries. Particular attention is given to bottlenecks in implementing enabling strategies, replicable experiences and experiments, innovative organization, appropriate indicators for measuring progress, and priorities for further research, experience-sharing and action.
