Since its inception in 1986, the Urban Management Programme has undergone significant changes reflected in the three phases through which it has passed. It has gone from a research phase through an operational phase based on regional centres to a third phase in which the emphasis has shifted to anchor and partner institutions in the different regions of the developing world.
