This Framework is a work in-progress given the dynamic nature of the development environment and the huge challenge of gender mainstreaming in water and sanitation sector, hitherto heavily dominated by male and operated largely on engineering concepts, the exclusive application of which has often sidetracked the critical and sensitive needs of poor people, both women and men, in service delivery.
